One of the flagship initiatives of ARADS INDIA is “Aashiyana,” a nationwide tribal housing project dedicated to empowering and uplifting tribal communities across India.

Introduction:

The tribal population in India is widely dispersed across different regions and often exists as a numerical minority within the country’s political and administrative framework. To safeguard their interests, the Constitution of India grants specific rights to the Scheduled Tribes, along with various privileges and reservations in education and government employment. Notably, two key constitutional provisions—the Fifth Schedule and the Sixth Schedule —were introduced to ensure their protection, welfare, and self-governance.

The Sixth Schedule of the Indian Constitution establishes autonomous districts and regions in certain areas of the states of Assam, Mizoram, Meghalaya, and Tripura, as provided under Article 244(2) of the Government of India Act, 1935. The Fifth Schedule, on the other hand, deals with the administration and control of Scheduled Areas and Scheduled Tribes under Article 244(1). It aims to protect the tribal population through special laws for these regions and the creation of a Tribal Advisory Council. Additionally, it assigns a special role to the Governor, empowering them to frame rules and regulations for maintaining peace and good governance in any Scheduled Area within the state.

Despite these constitutional safeguards, tribal communities remain among the most underprivileged and marginalized sections of Indian society even today. According to the 1993–94 poverty statistics, about 8.6% of the total population lived below the poverty line. At the national level, the poverty ratio for rural areas stood at 37.3% during the same period. Among all social groups, the Scheduled Tribes recorded the highest proportion of people living below the poverty line, highlighting the persistent socio-economic disparities faced by these communities across both rural and urban regions.
